I don't know anything about it. It's located in the courtyard between the two Federal buildings downtown. I was in a hurry so I didn't stop to look for a plaque. Sorry I don't know more!

it's clearly by sculptor Tom Otterness...but I had no idea it was there....must go see it! Thanks!
Thank you! I just went to his website and found photos of the sculpture. I've seen his stuff in NYC but didn't make the connection.
